What is the new NHS Recovery Support Programme?
The University Hospitals of Morecambe Bay NHS Trust has recently been identified as needing the involvement of the NHS Recovery Support Programme. What is this new service?
'Special Measures' improvement
The NHS System Oversight Framework 2021/22, published earlier this summer, introduced the Recovery Support Programme as part of its plans to monitor, maintain and support the provision of good quality healthcare.
In essence, the Recovery Support Programme replaces what was formerly known as 'Special Measures'. Where an inspection by the CQC flagged up the services of a hospital or trust as being inadequate, that service may be placed in special measures. This meant that a range of actions could be employed or recommended to try to improve the quality of the provision within specific hospitals or services.
NHS Recovery Support Programme
The new support programme, as explained in the Oversight Framework, aims to adopt the same systems approach as the introduction of Integrated Care Systems, where healthcare provision is coordinated and delivered across a region or area, influenced and informed by relevant local authorities and healthcare stakeholders in that area. Oversight will be provided by NHS England and NHS Improvement.
Access to the Recovery Support Programme will continue to be triggered, largely, by the outcome of inspections by the Care Quality Commission. Where 'serious, complex issues' related to the finance or quality of care within a National Health Service Trust are identified, it may be decided that the Trust needs to access 'Mandated Intensive Support'. The relevant Trust will then enter Segment 4 of the Oversight Framework and support for improvement will be provided through the Recovery Support Programme.
System Improvement Director
The support provided by the programme will be coordinated by a System Improvement Director. The root cause of the problem, the actions needed, the timeframe for improvement and the criteria to be met before a Trust is able to leave the Recovery Support Programme will be agreed.
