New and complex restrictions on the amount consultants can contribute to their pensions are producing unexpected tax bills, prompting some to decline extra work.
The knock-on effect is a delay in routine surgery and increasing waiting lists and waiting times.
The BBC quoted data for April of this year when only 86.5% of patients were treated within 18 weeks. Over four million operations are currently on the waiting list.
